The American government and American politicians claim that Iran seeks to obtain nuclear weapons. They know that they are lying, as do those who hear their speeches and applaud them in various forums. Human rights are not important to them at all. You saw this with Hurricane Katrina in America. Since the people there were black, the aid that the American government could have given to them was not given. That is what the American people said – both blacks and non-blacks.… for most American governments generating crises around the world is a necessity and a tactical need, so as to distract people's attention from domestic issues and problems. That's how it has always been. Now an extremist, warmongering government is in power in America. Their interests require them to create problems in various corners of the world and to inflate other issues. They either create crises, or else they portray minor events to their people as though they are crises. This is their policy.

This quotation is an example of a phenomenon that occurs with many foreign leaders who do not understand America or democracy. Because the world was able to see people on American television claim that racial discrimination was a factor in the Federal government’s terrible performance with Hurricane Katrina, Khamenei and others assume that the accusation is true. Their view is through a very warped prism of Islamic Fascist Fundamentalism. So when they see the American government being so heavily criticized, they assume that this is in spite of government efforts to silence the critics. Therefore the notion that the administration Iranian policy is a ploy to deflect domestic pressure away from Katrina becomes creditable as does the fact that the media carry some American support for this “wag the dog” theory. For us the domestic debate is too important to our democracy to try and adjust domestic political debate to avoid misinterpretation those who do not understand democracy.
