Context
The Governor actually attempted to implement most of his plans. One of the reasons that this takes place is that a political candidate can unilaterally make a plan when running for office. But if he or she wins office, implementation of all plans depends on legislative bodies and the legislative process where there are many people who influence the process and much compromise is required. Often, a governor, for example, wins election only to discover that many if not most elements of his plans will not pass the legislature. This is true even when the legislature majority and the governor are of the same political party.
