I think proper to take notice, that a Nation must look upon a foreign Debt, as part of its All; which, tough negative, acts positively on that Nation, and, according to the Rules of this system, as long as both the Confidence and Fear of Strangers keep them in a balance. But when those two Passions fly from their Equilibrium, the Debt acts beyond the Rules, in proportion to the Distance of that Equilibrium, and to the Largeness of the Debt. Thus is an indebted Nation not only obliged to keep those strange Creditors out of its own Labor, but also its Coin and Bullion are ever subject to their Passions and Occasions; they having it in their power, at will, irregularly to turn the Balance. Isaac Gervaise
It is sometimes a very grave question when and how far one nation has a right to assist the subjects of another, who have revolted, and implored that assistance. It is said (a) that assistance may be afforded, consistently with the law of nations, in extreme cases, as when rulers have violated the principles of the social compact, and given just cause to their subjects to consider themselves discharged from their allegiance James Kent

The moment approaches when we shall no longer be able to pay cash for shipping and other supplies.... I believe that von will agree that it would be wrong in principle and mutually disadvantageous in effect, if at the height of this struggle, Great Britain were to be divested of all saleable assets so that after victory was won with our blood, civilization saved, and time gained for the United States to be fully armed against all eventualities, we should stand stripped to the bone. Such a course would not be in the moral or economic interests of either of our countries.... You may be assured that we shall prove ourselves ready to suffer and sacrifice to the utmost for the Cause, and that we glory in being its champion. The rest we leave to you and to your people, being sure that ways and means will be found which future generations on both sides of the Atlantic will approve and admire. Winston Churchill
Our intention is, whatever happens, to fight on to the end in this Island and, provided we can get the help for which we ask, we hope to run them very close in the air battles in view of individual superiority.... In no conceivable circumstances will we consent to surrender. If members of the present administration were finished and others came in to parley amid the ruins, you must not be blind to the fact that the sole remaining bargaining counter with Germany would be the fleet, and if this country was left by the United States to its fate no one would have the right to blame those responsible if they made the best terms they could for the surviving inhabitants. Excuse me, Mr. President, putting this nightmare bluntly. Evidently I could not answer for my successors who in utter despair and helplessness might well have to accommodate themselves to the German will. However, there is happily no need at present to dwell upon such ideas. Winston Churchill

The American Relief Administration is now feeding about 800,000 children in Russia, plus 300,000 in the Ukraine …. However, both of these programs must be increased, beginning January, for a period of five months. The average need from September to June, inclusive, will be about 1,000,000 children in Russia plus 300,000 in the Ukraine…. it is estimated that in January 600,000 of the adult population will be short of food on the Volga and 400,000 in South Ukraine will face starvation. It is estimated that an average of 1,000,000 adult rations for five months would prevent this starvation. I believe the Russian Government will be unable to handle the situation, despite early optimism. The situation of the needy will be worse this year because they have less personal possessions to exchange for food. The intelligentsia will be particularly in need. Clothing is more necessary this year than last. Our medical resources are sufficient. William N. Haskell

Europe today is hungry. I am not talking about Germans. I am talking about the people of the countries which were overrun and devastated by the Germans, and particularly about the people of Western Europe. Many of them lack clothes and fuel and tools and shelter and raw materials. They lack the means to restore their cities and their factories. As the winter comes on, the distress will increase. Unless we do what we can to help, we may lose next winter what we won at such terrible cost last spring. Desperate men are liable to destroy the structure of their society to find in the wreckage some substitute for hope. If we let Europe go cold and hungry, we may lose some of the foundations of order on which the hope for worldwide peace must rest. We must help to the limits of our strength. And we will. Harry S Truman
In democratic ages men rarely sacrifice themselves for another, but they show a general compassion for all the human race. One never sees them inflict pointless suffering, and they are glad to relieve the sorrows of others when they can do so without much trouble to themselves. In doing their work, they [NGOs -- Non-governmental organizations] often end up undermining the government. They hire away its best people, and more fundamentally, their prominence teaches citizens to look to them for service rather than to pressure the government to provide them. Washington has dedicated past global health initiatives to delivering food, drugs, and other health technologies to the world’s poor. In doing so, it has been able to achieve progress even in countries with dysfunctional governments. But it cannot enforce the regulations on smoke-free public places, food and drug safety, urban sanitation, and road traffic that are now needed in such settings. Accordingly, the fundamental challenge in this new area of global health is not necessarily new medicine but better governance. Thomas J. Bollyky

...the concentration of human beings in contrary to nature, and...this abnormal existence is bound to issue in suffering, deterioration, and gradual destruction to the mass of the population...countless thousands of our fellow-men, and still a larger number of children...are starved of air and space and sunshine. ...This view of city life, which is gradually coming home to the heart and understanding and the conscience of our people, is so terrible that it cannot be put away. What is all our wealth and learning and the fine flower of our civilization and our Constitution and our political theories – what are all these but dust and ashes, if the men and women, on whose labour the whole social fabric is maintained, are doomed to live and die in darkness and misery in the recesses of our great cities? We may undertake expeditions on behalf of oppressed tribes and races, we may conduct foreign missions, we may sympathize with the cause of unfortunate nationalities; but it is our own people, surely, who have the first claim upon us...the air must be purified...the sunshine must be allowed to stream in, the water and the food must be kept pure and unadulterated, the streets light and clean...the measure of your success in bringing these things to pass will be the measure of the arresting of the terrible powers of race degeneration which is going on in the countless sunless streets. Henry Campbell-Bannerman
The United States … has never been isolated, never can be isolated, and has no desire to be isolated. The people of the United States are not only ready but willing and desirous to help their fellow-men, especially those of western civilization, in any way that is possible. Henry Cabot Lodge
Foreign policy debates are frequently segregated from domestic policy ones, so commentators who propose increasing the defense budget or sending more foreign aid are seldom asked to explain which domestic programs they’d cut or which taxes they’d raise, in order to find the money. Peter Beinart
Until it’s a government worth supporting, I don’t think we should support it. Peter Mansoor
Every American policy now should be generous as well as just. Charles W. Eliot
Retrenchment president’s often like covert action. It’s cheaper. It’s secret. Stephen Sestanovich
That's where all the foreign aid (which might be defined as a transfer from poor people in rich countries to rich people in poor countries) went as well. The U.S. government still squanders about $20 billion a year this way, and European governments spend proportionally even more; it's all gone straight down a giant rat hole. Doug Casey
Both Albania and China hold that the relations between socialist countries are international relations of a new type. Relations between socialist countries, big or small, economically more developed or less developed, must be based on the principles of complete equality, respect for territorial sovereignty and independence, and non-interference in each other's internal affairs, and must also be based on the principles of mutual assistance in accordance with proletarian internationalism. It is necessary to oppose great-nation chauvinism and national egoism in relations between socialist countries. It is absolutely impermissible to impose the will of one country upon another, or to impair the independence, sovereignty and interests of the people, of a fraternal country on the pretext of 'aid' or 'international division of labor.' China
Any steps that might be taken to compensate for the negligence of today might well be too late.. Mohammad Mosaddegh
We don’t tell others how to run their countries. Henry A. Kissinger
The fundamental question for the United States is how it can cooperate to help meet the basic needs of the people of the hemisphere despite the philosophical disagreements it may have with the nature of particular regimes. It must seek pragmatic ways to help people without necessarily embracing their governments. Nelson A. Rockefeller
America cannot be the world's policeman. But we must reject the new isolationism that says: don't help anywhere, because we cannot help everywhere. Al Gore
There is one thing that I have learned about Economic Development—that it has to do with a lot more than economics. W. Averell Harriman
Economic assistance is one of the most effective weapons at our disposal to influence European political events in the direction we desire. W. Averell Harriman
Companies like yours have got to do business with Japan [because] that country must be economically sound. Dwight D. Eisenhower
Governments must act and private citizens cooperate urgently through voluntary means to secure this right [of birth control programs] for all people. Failure would limit the expectation of future generations to abject poverty and suffering and bring down upon us history's condemnation. Dwight D. Eisenhower
I am anxious to help Chiang Kai-shek… I hope you can invent some way of doing this. Franklin D. Roosevelt
The typical American-funded [foreign aid] project has American contractors who take, between overheads back home and in-the-area administrative fees, 35 to 50 percent. It used to be, by the way, that every developed country did this, but America is about the only one still doing it. And I’ve been trying to break it for a long time …. I hope I don’t have to be buried knowing that we’re still the only rich country in the world that gives this … percentage of foreign-aid money to our own people. Bill Clinton
The Playground of Foreign Aid Experimentation: From 2006 to 2011, development aid from countries and multilateral organizations amounted to more than $30 billion, with limited results, much of the funds fueling mismanagement and corruption. Jenny Nordberg
The aid system is broken. The international aid system was designed for the 20th century. However, we are in the 21st century. Ashraf Ghani
When the United States comes with resources and ideas, people pay attention. George Schultz
We need to plus-up the budget of the State Department, increase the amount of aid we give, and help the world through this difficult moment. That is the price of leadership. John Kerry
Global elites need to recognize that the masses that they spit on, as they try to change their worlds, are immune to their consultations Gideon Rose
Large-scale corruption persists, with Afghanistan third from the bottom in international rankings, ahead of only Somalia and North Korea. Adjusted for inflation, American spending to reconstruct Afghanistan now exceeds the total expended to rebuild all of Western Europe under the Marshall Plan; yet to have any hope of surviving, the Afghan government will for the foreseeable future remain almost completely dependent on outside support. Andrew J. Bacevich
It may be hard, with bearded rioters filling their televisions, for westerners to see Pakistan as a bride left at the altar. But that is how many Pakistanis view their relationship with the fickle west, and they have good reason to do so. In the 1980s, when Pakistan signed up as America's ally in the west's last war in Afghanistan, the war against the Soviets, Pakistan was rewarded with billions of dollars of military hardware and economic aid. But Pakistan paid a price: heroin flooded our cities, Kalashnikovs became common on our streets and young boys were left trained for jihad instead of university. When the Soviets were defeated, Pakistan did not share in the long-awaited peace dividend. Although the country was making its transition from dictatorship to democracy, aid began to dwindle and the rhetoric of western governments became increasingly unfriendly. Pakistan was left with training camps for religious guerrillas, a mountain of debt, 2m Afghan refugees and little else. Mohsin Hamid
