Progress of preventive medicine as a preservative, made more effective by the progress of reason and social order, will eventually banish communicable or contagious illnesses and those diseases in general that originate in climate, food, and the nature of work…a time will come when death would result only from extraordinary accidents or the more and more gradual wearing out of vitality….Cannot the span constantly increase between the moment he begins to live and the time when naturally, without illness or accident, he finds life a burden? During these times there was a pestilence, by which the whole human race came near to being annihilated …. For it did not come in a part of the world nor upon certain men, nor did it confine itself to any season of the year, so that from such circumstances it might be possible to find subtle explanations of a cause, but it embraced the entire world, and blighted the lives of all men, though differing from one another in the most marked degree, respecting neither sex nor age. It’s almost impossible to imagine a society saying, “It’s all right use embryonic stem cells to save your dying dog, but it’s not okay to use them to save your dying child.”… America’s love affair with animals will slowly but inevitably undermine the religious, moral, and ethical arguments against genome-based therapies for people. Healthier cats and dogs will generate an irresistible demand for healthier children and adults. Michael Schrage
In the past, public health officials could argue that they were protecting people from external threats: carriers of contagious diseases, fumes from the local glue factory, contaminated water, food poisoning, dangerous quack remedies. By contrast, the new enemies of public health come from within; the aim is to protect people from themselves rather than each other. Jacob Sullum

Action must begin in the developing world itself. These countries do not lack financial resources. What they lack is political courage. We need to ask the leaders of the Third World, and ask them bluntly, why they insist on spending $130 billion each year on the military when even a quarter of this expenditure can finance their entire essential social agenda. And we must ask them why they insist on having six soldiers for every one doctor when their people are dying of ordinary diseases, from internal disintegration, not from external aggression, from many threats to human security, not any threats to territorial security. As surgeon general I always seemed to be issuing a "Surgeon General's Warning" about one thing after another that threatened the health of the American people: cigarettes, smokeless tobacco, AIDS, Reye's syndrome, violence, and a host of others. In each case I had to be certain that the science behind the health warning was impeccable and able to withstand the critics who sought to dismiss the warnings. But I also needed to ensure that the science made sense on a personal level. I had to listen to the American people as well as to talk (sternly) to them. C. Everett Koop

It is a very sad day for America when political ideology overrules good science and public health practices. The people of Pullman are destitute and starving. Over five thousand human beings are in dire necessity, and appeal to the liberal minded people of Chicago for help. They have struck against a slavery worse than that of the negroes of the South. They, at least, were well fed and well cared for, while the white slaves of Pullman, worked they ever so willingly, could not earn enough to clothe and feed themselves decently--hardly enough to keep body and soul together. Therapeutic cloning research was approved last January by a large majority of the British Parliament. This means that British researchers will soon be publishing reports of their research techniques in international science journals. Leading American scientists, frustrated by the unwelcoming research environment here, will join them overseas. The Human Cloning Prohibition Act therefore cannot possibly prevent an increase in knowledge about cloning technology. It can only deprive Americans of the medical benefits that therapeutic cloning will bring. Ronald M. Green
In the country parishes where vaccination [for smallpox] is not the custom, with no physician near, where the colored children are poorly fed and clad, and much exposed, they sicken, die, and are buried, without a record of their numbers. It is respectfully suggested that an order declaring vaccination to be a military necessity, would save many lives among these poor people. If physicians and surgeons were required to vaccinate all who apply, at a moderate public charge, and all were required to apply, it might arrest the ravages of this dreadful scourge B. Rush Plumly

The cloning of human beings can corrupt the natural foundations of childbirth, consanguinity, motherhood and fatherhood. A child can become a sister to her mother, a brother to his father or a daughter to his or her grandfather. The psychological consequences of cloning are also extremely dangerous. A human being, who came to being as a result of this procedure, can feel not like an independent person but only "a copy" of someone who lives or lived before. It should be also considered that experiments with human cloning will inevitably produce as "by-products" numerous unfulfilled lives and, most probably, the emergence of a numerous unsustainable posterity. At the same time, the cloning of isolated organic cells and tissues is not an encroachment on the dignity of the personality and in a number of cases has proved helpful in the biological and medical practice. Drunkenness was attacked in the same manner; it was discountenanced on every occasion by those who had charge of any department: its destructive and pernicious effects were frequently stated by his own more prudent comrades, at the proper moment when the individual was soberly suffering from the effects of his previous excess; pot- and public-houses were gradually removed from the immediate vicinity of their dwellings; the health and comfort of temperance were made familiar to them; by degrees drunkenness disappeared, and many who were habitual bacchanalians are now conspicuous for undeviating sobriety. Although these children were well fed, their limbs were very generally deformed, their growth was stunted, and although one of the best schoolmasters was engaged to instruct these children regularly every night, in general they made very slow progress, even in learning the common alphabet. I came to the conclusion that the children were injured by being taken into the mills at this early age, and employed for so many hours; therefore, as soon as I had it in my power, I adopted regulations to put an end to a system which appeared to me to be so injurious. I suffered much while residing on my farm from the ague, a disease said to be unknown to the Indians or traders, till within some four or five years. It first broke out among the Indians near the fort, and spread far into the country, except near the ocean. And with the natives it proved very fatal, sweeping off whole bands, partly probably owing to their plunging into the water when the fever came on, and other improper ways. Still they seemed wonderfully aided by the use of such medicines as they procured from the whites John Ball
Public health authorities exaggerate health risks for the same reason that sharks eat seals—because that’s just what they do. Peter Campos
Addiction, once developed, is a very chronic condition. It is admitted by the authorities, including the narcotics commissioner, that very few "cures" result from incarceration .... The idea of incarcerating even a hundred thousand, let alone a million, unfortunates for a term of five years is rather startling—especially considering that they are sick people, for the most part of average respectability and moral status, not markedly handicapped by their infirmity. It seems to me that the untutored narcotics agents of this great Government . . . might have been better employed than in taking sides in a medical controversy involving the broad subject of what will or will not constitute the proper medication in the treatment of addiction. Civilization both in the East and the West was visited by a destructive plague which devastated nations and caused populations to vanish. It swallowed up many of the good things of civilization and wiped them out. It overtook the dynasties at the time of their senility, when they had reached the limit of their duration. It lessened their power and curtailed their influence. It weakened their authority. Their situation approached the point of annihilation and dissolution. Civilization decreased with the decrease of mankind. Cities and buildings were laid waste, roads and way signs were obliterated, settlements and mansions became empty, dynasties and tribes grew weak. Orphans were often found under the charge of a person actually certified as of unsound mind, the bottles sour, the babies wet, cold and dirty. The Commission on the Care and Control of the Feebleminded draws attention to an episode in connection with one feeble-minded woman who was set to wash a baby; she did so in boiling water, and it died…. We were shocked to discover that infants in the nursery of the establishments in London and other large towns seldom or never get into the open air. We found the nursery frequently on the third or fourth story of a gigantic block often without balconies, whence the only means of access even to the workhouse yard was a flight of stone steps down which it was impossible to wheel a baby-carriage of any kind. There was no staff of nurses adequate to carrying fifty or sixty infants out for an airing. In some of these workhouses it was frankly admitted that these babies never left their own quarters (the stench was intolerable) and never got into the open air during the whole period of their residence in the workhouse nursery. In some workhouses 40% of the babies die within the year. British Commission on the Care and Control of the Feebleminded

In taking a view of the state of our country we in the first place notice the late affliction of two of our cities under the fatal fever which in latter times has occasionally visited our shores. Providence in His goodness gave it an early termination on this occasion and lessened the number of victims which have usually fallen before it. In the course of the several visitations by this disease it has appeared that it is strictly local, incident to cities and on the tide waters only, incommunicable in the country either by persons under the disease or by goods carried from diseased places; that its access is with the autumn and it disappears with the early frosts. The eight men who are survivors of the syphilis study at Tuskegee are a living link to a time not so very long ago that many Americans would prefer not to remember, but we dare not forget. It was a time when our nation failed to live up to its ideals, when our nation broke the trust with our people that is the very foundation of our democracy. It is not only in remembering that shameful past that we can make amends and repair our nation, but it is in remembering that past that we can build a better present and a better future. In recent years, hours of work have been reduced, holidays have been increased, the age of entry into employment has gone up, and above all, our general health and expectation of life as a people have markedly improved. Mr. Speaker, it is matter of common knowledge that an epidemic of alarming proportions is prevailing throughout the country. Out of an abundant precaution the Senate has ordered the galleries closed, which action, I understand, meets with the approval of the medical authorities, and so I ask unanimous consent that the Speaker be instructed to close the galleries of this House until further action shall be taken by the House. When it comes to health care, the United States is on another planet. The United States spends about 35 percent more per capita than the next two highest-spending countries—Norway and Switzerland…no matter how we measure it—whether by life expectancy or for survival of specific diseases like asthma, heart disease, or some cancers; by the rate of medical errors; or simply by satisfaction with health services, the United States is actually doing worse than a number of countries like France or Germany… America spends far more than other countries, and doesn’t see better results. Ezekiel Emanuel
The health of a nation is not just about its consumption expenditures …. one of the things that makes America such a great nation, and why so many people aspire to this American ideal of middle-class security, is that it's about more than that. It's about more than how much you can purchase with the dollar. It's about this feeling of security and about being able to give your kids a better life than you had. And that is really the foundation—one of the major founding principles of our country Tamara Draut
Anyone who has had even a mild illness knows that the cost of drugs is alarmingly high, and year by year becomes more of a burden, especially to the lower-income families. Modern drugs, like other advances in medicine and surgery, have meant that many more people are alive and well today than would have been a decade ago. Certainly, we must be prepared to pay whatever is necessary for the production and advancement of these life-saving drugs and techniques. I was shocked, however, by the revelations … that price-fixing and monopolistic practices have raised the cost of drugs far above what is reasonable or necessary. Eleanor Roosevelt

The costs of not doing these things dwarf the costs of doing them. The problem is that people don’t think about ‘Oh you saved my life’ and they don’t say thank you for that—and they don’t want to spend any money for the possibility of saving their life unless they are actually facing something. What government should be about is leading from the front and explaining … that people don’t want to spend any money, but … it costs more money to not do it... The amount of compensation for the opium surrendered falls short of the value of that opium, and nothing has been obtained for the expenses of the expedition, nor for the debts of the bankrupt Hong merchants. A third of the city's population of over two million people live under unsatisfactory conditions, many under distressing conditions, some under disgraceful conditions. For thousands home is a mockery. It consists of two or three small rooms of which but one is adequately lighted and often even not that one and none of which is adequately ventilated; rooms that in the hot summer day become an inferno of torture to little children, the sick, and the weak. For the persons living in these homes there is little privacy; there are no reticences; they must share the process of living with other families; they must use a common water closet [toilet]; they must get all the water they use from a common faucet in the public hall; the fire peril menaces them at all times … New York City

I believe we're living at a time in human history where it's just simply unacceptable that children wake up and don't know where to find a cup of food. Obviously I would hope that women would be discouraged from having abortions if they know that there's an increased risk, but clearly if we care about women we should want them to know about this elevated risk. What's the damage of women being told some people think there's a link between abortion and breast cancer? What does that hurt? ... Wherever a class or profession possesses more than its numerical share of power, it has usually less than its proportion of physical vigor. This is easily shown from the vast body of evidence collected during our Civil War. In the volume containing the medical statistics of the Provost Marshal General's Bureau, we have the tabulated reports of about 600,000 persons subject to draft, and of about 500,000 recruits, substitutes, and drafted men; showing the precise physical condition of more than a million men. It appears that, out of the whole number examined, rather more than 257 in each 1000 were found unfit for military service. It is curious to see how generally the physical power among these men is in inverse ratio to the social and political prominence of the class they represent. Out of 1000 unskilled laborers, for instance, only 348 are physically disqualified; among tanners, only 216; among iron-workers, 189. On the other hand, among lawyers, 544 out of 1000 are disqualified; among journalists, 740; among clergymen, 954. Thomas Wentworth Higginson
Until the last third of the nineteenth century, when it was criminalized state by state across the land, abortion was legal before "quickening" (approximately the fourth month of pregnancy). Colonial home medical guides gave recipes for "bringing on the menses" with herbs that could be grown in one's garden or easily found in the woods. By the mid eighteenth century commercial preparations were so widely available that they had inspired their own euphemism ("taking the trade"). Unfortunately, these drugs were often fatal. The first statutes regulating abortion, passed in the 1820s and 1830s, were actually poison-control laws. Katha Pollitt

Let's do what it takes to bring teen smoking down. Only a social movement involving millions, most of us living far from these difficult settings, could allow us to change the course of history….troves of attention are required to reconfigure existing arrangements if we are to slow the steady movement of resources from poor to rich—transfers that have always been associated… with violence and epidemic disease… whether or not we can say “never again” with any conviction—will depend on our collective courage to examine and understand the roots of modern violence and the violation of a broad array of rights, including social and economic rights. I have never believed we had to choose between either a clean and safe environment or a growing economy. Protecting the health and safety of all Americans doesn’t have to come at the expense of our economy’s bottom line. And creating thriving companies and new jobs doesn’t have to come at the expense of the air we breathe, the water we drink, the food we eat, or the natural landscape in which we live. We can, and indeed must, have both. Bill Clinton

Prenatal care in the early months is vitally important and we should do all we can to educate young mothers to go to a doctor if they can afford it, if not to a free clinic to be taught how care for themselves. Of what lasting benefit has been man's use of science and of the new instruments which his research brought into existence? First, they have increased his control of his material environment. They have improved his food, his clothing, his shelter; they have increased his security and released him partly from the bondage of bare existence. They have given him increased knowledge of his own biological processes so that he has had a progressive freedom from disease and an increased span of life. They are illuminating the interactions of his physiological and psychological functions, giving the promise of an improved mental health. Science has provided the swiftest communication between individuals; it has provided a record of ideas and has enabled man to manipulate and to make extracts from that record so that knowledge evolves and endures throughout the life of a race rather than that of an individual. Vannevar Bush
The applications of science have built man a well-supplied house, and are teaching him to live healthily therein. They have enabled him to throw masses of people against one another with cruel weapons. They may yet allow him truly to encompass the great record and to grow in the wisdom of race experience. He may perish in conflict before he learns to wield that record for his true good. Yet, in the application of science to the needs and desires of man, it would seem to be a singularly unfortunate stage at which to terminate the process, or to lose hope as to the outcome. To claim that healthcare as a "right" is to claim a right to the services of the health-care provider. In effect, this means you are claiming a "right" to a portion of that person's life – both a portion of the time already spent developing his skills, and a portion of the time spent practicing those skills on you. Neal Boortz

It is a lie that I made the people starve. A lie, a lie in my face. [We] came to believe in the possibility of building a different country. One which is more just, a country where education and health are guaranteed, a country where workers have dignified working conditions, where young people are not exploited nor ill-treated in their work-place, where women are integrated with rights and equal opportunities, a country where the environment is protected, where natural resources are exploited to improve the living condition of its people, a country were culture develops freely, where there is access to literature, a country where children don't suffer discrimination because they don't have any money, a country where a walk down your street doesn't mean constant fear of being assaulted, a country where the most disadvantaged youth don't have to resort to drugs or delinquency to give sense to their lives, a country where grandparents are not made to feel as burdens, a country where the development of knowledge becomes a task of society as a whole, where advances in science are placed at the service of the people. Education in regard to motherhood includes instruction in regard to sex relations, chastity and marriage. The State has no competence to give instruction in such matters. The Europeans liked to believe it was their valor, superior weapons and culture that won the New World. The Gross National Product - if we judge the United States of America by that - that Gross National Product counts air pollution and cigarette advertising, and ambulances to clear our highways of carnage. It counts special locks for our doors and the jails for the people who break them. It counts the destruction of the redwood and the loss of our natural wonder in chaotic sprawl. It counts napalm and counts nuclear warheads and armored cars for the police to fight the riots in our cities… Yet the gross national product does not allow for the health of our children, the quality of their education or the joy of their play. It does not include the beauty of our poetry or the strength of our marriages, the intelligence of our public debate or the integrity of our public officials. It measures neither our wit nor our courage, neither our wisdom nor our learning, neither our compassion nor our devotion to our country, it measures everything in short, except that which makes life worthwhile. Once the felon had been hanged, women would sometimes rush forward to press their faces or breasts against the still-twitching hands. This bizarre practice was thought to cure blemishes. Growing up, I heard many people call my dad the “a” word — an addict. In reality, he was a brilliant man and the father of two girls. He played guitar, could fix anything that ran on electricity, and had a debilitating medical condition called a substance use disorder — a heroin addiction. He died much too young at the age of 48. When addiction hits your family, it’s like being hit head-on by a Mack Truck. It’s sleepless nights filled with worry, it’s desperate Googling, it’s dead-end streets, it’s isolation. And for those that have lost someone — a son, a daughter, a mom, a dad — it’s unimaginable pain. But unlike the support that erupts when other medical issues hit our neighbors — say cancer or Alzheimer’s — where are the offers for help, the casserole dishes, the warm cookies, “thinking of you” cards and potluck fundraisers? Much of the terminology used to describe addiction is disparaging — suggesting that addiction is a result of moral/personal failings, or that individuals choose to be addicted, or suffer a lack of willpower. As we know, addiction is a medical issue, and can be compounded by patient behavior just like many other illnesses, from type-two diabetes to heart disease and lung cancer. Jessica Hulsey Nickel
We’ve shown that by growing these T cells in an oxygen-poor environment, we can turn them into more effective killers . . . Oxygen starvation could toughen up immune T cells for cancer immunotherapy. Just as altitude training increases endurance in humans, so putting killer T cells through a ‘fitness regimen’ apparently toughens them up. Guy Shakhar

It's not well appreciated, but over half of the world's population suffers from some form of cognitive, emotional, sensory or motor condition, and because of poor technology, too often, conditions result in disability and a poorer quality of life. Basic levels of physiological function should be a part of our human rights. Every person should have the right to live life without disability if they so choose -- the right to live life without severe depression; the right to see a loved one, in the case of seeing-impaired; or the right to walk or to dance, in the case of limb paralysis or limb amputation. As a society, we can achieve these human rights, if we accept the proposition that humans are not disabled. A person can never be broken. Our built environment, our technologies, are broken and disabled. We the people need not accept our limitations, but can transcend disability through technological innovation. Indeed, through fundamental advances in bionics in this century, we will set the technological foundation for an enhanced human experience, and we will end disability. Hugh Herr
Bionics explores the interplay between biology and design. As you can see, my legs are bionic. Today, I will tell human stories of bionic integration; how electromechanics attached to the body, and implanted inside the body are beginning to bridge the gap between disability and ability, between human limitation and human potential.
